A European tour? That's nothing to get excited over. In recent years, they've played 10 times in the USA and over 60 times in Europe. So, when they decide to come back to USA, then there will be something to celebrate.

All what is written in newspaper is "... and maybe Kraftwerk too" which
means no one didn't written any contract yet. I suppose it's the same story
as usual. Promotor wants to book Kraftwerk. Let's hope Kraftwerk will have
the same plans.
The article was written be known Polish musical journalist who usually
 don't spread gossips and rumours so it's small chance there is something
going on.
I hope it's is first sign of forthcoming European tour and know we are all
excited like Kermit The Frog in the beginning of Muppet Show ;-)

This is the same info as my scan.

Translate:
The September Sacrum Profanum Festival [in Krakow and Krakow - Nowa 
Huta*] on German music -Goebbels, Lachenmann, Hindemith (Asko Ensemble, 
Sch?nberg Ensemble, Ensemble Modern). Planned: Stockhausen -"Stimmung" 
with Theatre of Voices. Maybe "Helikopter-Streichquartett".
A*nd maybe Kraftwerk in [Nowa] Huta**, too.

* Nowa Huta - literally /The New Steel Mill/) - is the easternmost 
district of Krakow. Very industrial place.  IMHO, the best place for 
Kraftwerk in Poland.
